Transportation Planning on the Navajo Nation
Under federal law, the Indian Reservation Roads Program (IRRP) allows up to 2% of its road construction funding to be used specifically for tribal transportation planning. This funding supports the development of long-term strategies to improve transportation infrastructure across the Navajo Nation.
One of the key responsibilities of the Planning Section is to update the Navajo Nation Long Range Transportation Plan (NNLRTP) every five years. This plan provides a detailed analysis of current and future transportation needs, including roads, bridges, and transit systems, to support the Nation’s growth and development.
Another important planning document is the Tribal Transportation Improvement Program (TTIP), which is updated annually. The TTIP outlines specific transportation projects that are prioritized for funding and implementation. As part of this process, public hearings are held—often at local Chapter houses—in collaboration with community members and transportation partners to ensure that projects reflect local needs and priorities.
Planners are stationed at each of the five Navajo Agencies:
- Fort Defiance Agency
- Chinle Agency
- Northern Agency
- Eastern Agency
- Western Agency
The Planning Section also works closely with state and regional agencies to secure funding through programs such as the State Tribal Transportation Improvement Program (STIP). In addition, the Section conducts road safety planning, performs Road Safety Assessments (RSAs), and supports the annual road inventory to maintain accurate and up-to-date data on the transportation network.

Through thoughtful planning and collaboration, we strive to strengthen mobility, support community well-being, and honor the values of the Navajo people.

Navajo Nation Tribal Transportation Improvement Program
The Tribal Transportation Improvement Program (TTIP) is a federally mandated planning document that outlines transportation projects eligible for funding under the Tribal Transportation Program (TTP). It is developed in partnership between Tribal governments, the Federal Highway Administration (FHWA), and the Bureau of Indian Affairs (BIA).
Within the Navajo Nation
The Navajo Division of Transportation (Navajo DOT) plays a central role in:
- Identifying and prioritizing transportation needs across the vast Navajo Nation.
- Conducting environmental assessments and securing rights-of-way.
- Coordinating with local chapters, community members, and federal agencies.
- Implementing projects such as road safety improvements, bridge replacements, and new roadway construction.
The Navajo Nation’s TTIP is one of the largest in the country due to its size and infrastructure needs, and it is updated regularly to reflect evolving priorities and funding opportunities.

The Navajo Division of Transportation invites stakeholders, partner agencies, transportation professionals, tribal leadership, chapter officials, and community representatives to participate in the Long Range Transportation Plan (LRTP) Kickoff Workshop on September 1-2, 2026, at the Navajo DOT Conference Center.
The LRTP establishes the long-term vision and priorities for transportation across the Navajo Nation. This kickoff workshop provides stakeholders with an opportunity to share insights, identify transportation needs and challenges, and help shape future transportation investments, policies, and programs.
